A Simpler Solution?

We've been thinking and it came to mind that maybe It just wanted a hug. We've seen all the evidence that he is just an evil, other-worldly thing, but the reasoning he's a clown doesn't float in water. Yeah, yeah, we know a lot of people (us included) are terrified of clowns. However, we also know circus clowns are a little more endearing, so maybe It as Pennywise the Dancing Clown was really a ruse to get someone close enough for a hug. Not buying it?
